Question

What pairs of categories might be regarded as minor disagreements?

Suggested answer

This is subjective. In the absence of the committee of experts recommended by Cohen, my judgements are that out of the seven possible categories, black, brown, blue, grey, hazel, green, other, the following pairs would be minor disagreements:

black and brown,
blue and grey,
hazel and green,
grey and green.
